Is this for live poker or online?

Mainly live: cash games, tournaments and home games. There's also a full bonus chapter on online tells like timing, auto-action buttons and sizing patterns.

I'm fairly new to poker. Is it too advanced?

No. It's written for recreational and regular live players who know the rules. Each chapter ends with a short "What to do with this" summary, and the drills let you build up one skill at a time.

Will using these tactics get me in trouble with the card room?

Not if you follow the book. Chapter 8 spells out where the line is: what's normal table talk, what tournament rules don't allow, and the angle-shooting moves you should never use.
